Fixed using the method described here
1. Duplicate the LAYER. LAYER->DUPLICATE LAYER
2. IMAGE->ADJUSTMENTS->LEVELS
3. Adjust the level so that the area you want to adjust looks the way you want. Don't worry about the rest of the image, it will go all crazy.
4. Under the HISTORY pallette, select the DUPLICATE LAYER state. The LEVELS state will go pale and the image will revert to its unaltered state.
5. Click on the square next to the LEVELS state so a little brush appears.
6. In the TOOLBAR, select the HISTORY BRUSH TOOL(quick key Y)
7. Pick a hard brush, and paint the area you want to bring back the LEVELS correction you've made.
8. If you want to adjust the effect, change the OPACITY of the TOP LAYER.
9. When you are finished, flatten the image by selecting LAYER->FLATTEN.
